Mandera identity card crisis...

Hundreds of residents of Mandera County are still holding the old first generation identity cards, at a time when the government is preparing to move to issuing the third generation ones. Those with the first generation cards are unable to transact business in banks and some government offices. And as Richard Chacha reports from the remote village of Kubihallo in Mandera West, that probably summarizes the feeling by many residents from the far flung districts, that they are not really part of Kenya.
